Abstract

This study aims to describe the validity, effectiveness of learning tools IPS model Problem Based Learning and student ability to solve problems.
The type of this research is research development (Research and Development), this development model using Thiargarajan and Semmel model that is 4-D model
.
This model consists of defining phases, planning stages, development stages, and deployment stages with a control group design
. The subject of this research is SDN II Merauke, the sample in this research is the class IVA and IVB with the amount of each 34 students.Data collection techniques used are device validity, observation, test, and questionnaire, research instrument used is a validity sheet of learning devices conducted by expert experts in the field of learning device making, observation sheet to observe student learning activities during learning, problem solving test pretest-posttest in the form of description as much as 10 items and questionnaire responses of students in the form of checklist which includes a description of questions given to students after the learning process.
The data analysis technique is quantitative in the form of numbers generated from the formula, by using statistical data analysis that is "t-test".
From the results of the study showed that the learning activities of experimental class students using the model of learning IPS model Problem Based Learning differs and better than the control class that uses conventional learning.While the ability to solve the problem of experimental class students are also higher than the control class. Thus the use of Problem Based Learning model to give effectiveness to learning tools IPS, so that a positive impact on learning activities and improve students' problem solving skills.
