Policy Implementation of Minister of Health number 4 of 2019 concerning Technical standards for fulfilling essential service quality at minimum service standards in the health sector has changed various public policies regarding health, especially in the field of implementation of health services related to the implementation of policies in hospitals. Studies on the implementation of services in hospitals need to be carried out to meet the minimum service standards in the health sector, so synchronization of cooperation is needed between health workers and health support workers, especially at the Gondanglegi Islamic Hospital, Malang Regency.

This study aims to (1). To describe and analyze the Implementation of the Health Service Policy for inpatients based on Permenkes Number 4 of 2019 at the Gondanglegi Islamic Hospital, Malang Regency. (2) To determine the factors that encourage and hinder the implementation of inpatient health service policies based on Permenkes Number 4 of 2019 concerning Health Services at the Gondanglegi Islamic Hospital, Malang Regency.

This study used a qualitative approach with data collection techniques through interviews, documentation, observation, and group interviews. The data obtained were analyzed using interactive model data analysis methods.

The results of the study show that (1) Implementation of the Inpatient Health Service Policy based on Minister of Health Regulation Number 4 of 2019 is carried out as well as possible so that the Inpatient Health Service at Gondanglegi Islamic Hospital in Malang Regency can run well. (2) Factors that encourage optimization and inhibiting factors are minimized in implementing the policy of Regulation of the Minister of Health Number 4 of 2019 concerning health services in hospitals so that health services for inpatients at the Gondanglegi Islamic Hospital in Malang Regency can run well.
