Abstract: Scientific discovery activities in the IPA can be supported by the LKS or Student activity sheet to train students to investigate in order to solve the problem. The purpose of this research is to know the feasibility of IPA based Problem Based Learning (PBL) to improve students problem solving of elementary school. This research is a research developer conducted in SDN Kebraon 1 Surabaya using Thiagarajan development model. The results obtained by LKS development process consist of defining phase, design stage, development stage starting from expert validation, product revision, legibility test, and limited trial. Expert validation results indicate that the LKS received a valid category assessment. The test of LKS dilemma obtained by the percentage of readability is at an independent level. The practicality of LKS that is seen from the observation result of learning attachment get the assessment with good category and the activity of the student in active enough category. The students' cognitive achievements test showed the proportion of achievement of 80.8% indicator and the problem solve ability test showed the proportion of achievement of the indicator reached 81.3%.
